Untied official development assistance %
The indicator presents the percentage share of Official Development Assistance (ODA) which is untied. Untied ODA is ODA for which the associated goods and services may be fully and freely procured in substantially all countries. The shares of untied ODA are calculated based on total bilateral ODA figures that vary from those presented in the table on bilateral ODA by category. The reason for these deviations are the exclusion of technical co-operation and administration costs (that are tied by definition) from the figures used for the above ratios.

The indicator is defined as the value at market prices of bilateral commitments and commitments to regional banks to the countries covered by the Development Assistance Committee (CAD), broken down by aid category. DAC countries refer to ‘developing countries and territories’ on Part I of the OECD DAC List of Aid Recipients.
Official development assistance – % of gross national income
Official development assistance (ODA) consists of grants or loans that are undertaken by the official sector with promotion of economic development and welfare in the recipient countries as the main objective. Disbursements are the release of funds to, or the purchase of goods or services for a recipient; by extension, the amount thus spent. Disbursements record the actual international transfer of financial resources, or of goods or services valued at the cost of the donor. DAC (Development Assistance Committee) countries refer to ‘developing countries and territories’ on Part I of the OECD DAC List of Aid Recipients for which there is a long-standing United Nations target of 0.7% of donors’ gross national product. GNI (gross national income) at market prices equals GDP minus primary income payable by resident units to non-resident units, plus primary income receivable by resident units from the rest of the world.
